Neighborhood Clean-Up Program
Is it time to clean out that garage or shed and prune some of those bushes around the house? Each Saturday morning, 8:00-11:00, from April through October the city provides, free of charge, a roll-off container for household clean-up items. The container will be at the City Operations Center 2701 E. 9th. Call the Operation Center 620-221-5600 for the location of the week. Please do not bring the following items:
- Oil
- Batteries
- Refrigerators or air-conditioners
- Paint
Residential & Commercial Services
The City of Winfield provides residential and commercial refuse collection services. All services begin as early as 7:00 a.m.
Residential Residential refuse is collected weekly. Most collection is done at the curb/roadside with service provided in a limited number of alleys. Trash containers should be watertight with handles and tightfitting cover. If a container over 35 gallons is used, trash must be placed in large, heavy-duty bags that can be lifted out.
Commercial
Business District and Commercial refuse will be collected as often as practical. Volume of trash will be used to determine frequency of collection and size of containers. Fees will be determined by that frequency and container size.
Industrial/Manufacturing
Area third-party providers collect and dispose of Industrial/Manufacturing waste that exceed the City's equipment or container capabilities.
Changes in Collection Schedule
The City of Winfield observes the following holidays: New Year's Day, Martin Luther King Jr. Day, President's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, the Friday following Thanksgiving Day, and Christmas Day. When any of the above holidays fall during the week (Monday-Friday) the residential refuse collection schedule will be affected and your refuse collection may run a day behind normal schedule. Notification of holiday or other changes will be printed in the Cowley CourierTraveler, posted in our Facebook Page and listed on Cox Cable Channel 7.

Charges & Fees for Refuse Collection
(q) Charges for collection of solid waste. The charges referenced in section 78-556 are as follows:
(1) Residential dwellings, commercial, office or other establishments, not serviced by a city container. The charge for once-a-week collection of solid waste for each location shall be the sum of the solid waste and recyclables fee and the landfill disposal fee. That total shall be billed and payable monthly. Any commercial, office or other establishment that weekly requires more than once-a-week collection shall pay the solid waste and recyclables fee plus the landfill disposal fee, multiplied by the number of collections per week.

(2) Two-cubic-yard and larger container rates. The charge for one or more containers used by a single customer shall be based on a schedule of fees as established by Resolution No. 0105, adopted January 3, 2005.
(3) Use of a four-cubic-yard trailer. The charge for the use of a four-cubic-yard solid waste collection trailer for the collection and disposal of building demolition materials and/or construction waste or the collection and disposal of yard waste, appliances and/or similar items from residential premises shall be based on the schedule of fees as follows:
Definitions:
Building demolition materials & construction waste: includes but not limited to lumber, bricks, concrete, pipe, glass, tile, floor coverings, old shingles and metal.
Yard waste, appliances and similar items: includes but not limited to yard cleanup wastes such as grass clippings, leaves, and tree and shrubbery trimmings when cut in four-foot lengths with no limb over four inches in diameter, household waste items such as discarded stoves, refrigerators, washers or other appliances, or other similar solid waste.

(4) Collection outside city limits. The charges for collection of solid waste from property outside the corporate limits of the city shall be 125 percent of the charges for collection within the city limits.

Recycling
The Arkansas City/Winfield Recycling Center located at 7th Avenue and D Street in Strother Field will be open for community drive-through drop-off from 8 a.m. to 12 p.m. on Fridays and Saturdays ONLY.
The Recycling Center will be CLOSED on following City observed holidays:
- New Year's Day- Friday
- Martin Luther King Jr. Day - Saturday
- President's Day - Saturday
- Memorial Day - Friday and Saturday
- Independence Day - Saturday (OPEN Friday)
- Labor Day - Friday and Saturday
- Thanksgiving - Friday and Saturday
- Christmas - Friday and Saturday
The following clean, dry and sorted materials will be accepted in the following categories:
- Plastics Bottles & Containers #1 & #2 (Milk Jugs, Soda Bottles, & Laundry Detergent)
- Plastics Bottles & Containers #3 - #7 (Food Trays, Spray Bottles & Butter Tubs)
- Aluminum Cans (Soda & Beer Cans)
- Steel/Tin Cans (Soup & Vegetable Cans)
- Mixed Paper (Newspaper, Magazines, Catalogs, Books, Phonebooks, & Junk Mail)
- Paperboard (Cereal Box, Soda Pop Box’s, Packing Paper, Egg Cartons, & Etc.)
- Corrugated Cardboard (Shipping Boxes, Pizza Boxes (Free of Food & Grease) or Moving Boxes)
- Glass Bottles, Jugs & Jars (Any Color)
Unsorted or contaminated materials (e.g., food residues, yard waste, plastic bags, etc.) will not be accepted at the center at Strother Field.

Please check with attendant before loading or unloading material, be prepared to provide your own tools for loading and unloading. City personnel will not load or unload composting materials. Accepted Materials
- Cut grass
- Leaves
- Limbs (6" diameter or smaller)
- Tires up to 18" will be accepted at the composting facility during regular hours (limit 4 tires per person, not for commercial disposal)
* Leaves and grass must be unbagged before unloading and bags may be discarded into trash container on site provided by the City
- No lumber
- Construction debris
- Household trash

Dumpster Rentals
The City of Winfield has 4-cubic yard portable dumpsters for rent by the day or for the entire weekend.
We will deliver by 10:00 a.m. and haul it off the next day by 10:00 a.m. Weekends will be delivered by 10:00 a.m. Friday and picked up at the same time on Monday. Call the Operations Center at 620-221-5600 for more information.
